Even the police and safety professionals are now using the term crash instead of accident because so many drivers are doing stupid things that lead to people being killed or injured in cars (not to mention pedestrians and bicyclists).
The practice of driving the speed limit to "force" traffic calming is a popular concept, called the PACE CAR. It was created by David Engwicht in Australia. A NE Mpls community used it last summer to slow down traffic in their neighborhood. I think it is a very good idea; after all if we don't drive the speed limit, why should anyone else?
