Well it's about time someone made it a priority, now what are they gonna do to fix the problem?
The majority of these small particles come from on-road vehicle and off-road engines (lawn mowers, etc.) We know that the increasing traffic counts on major highways and the lessened public concern about vehicle MPG performance is part of the problem. It is easy for us to point to large source industries, but the primary change in behavior has to be at the individual level.
Well this just doesn't fly in the face of several things. First is that no one is cutting their grass, nor using their snowblowers, and I think that the use of ATV's and Snowmobiles is at one of those points in the season where they are used far less often.
Second is the statement from the MPCA when questioned about the need to control emissions from things like Coal Burning plants in MN said that most of our pollution comes from other states. Brought to us by the wonders of mother nature. I am sure that WI, or MI is probably saying the same thing "It's those dirty ETHANOL plants in MN that is causing all this particulate matter in the air" as well.
PROBLEM IS THE MPCA is not a POLLUTION CONTROL AGENCY. They are there to help polluters "abide" by the laws by filling out the forms properly.
And Andy, PCA does keep a count of the number of days that advisories are communicated.
AND THAT IS THE PROBLEM.... No one, not even the agency that should be is watching and keeping track of this.
