Check on when it was approved. It took 20 years to force it, kind of like the stadium issue. Once (if) a decision is made to build a new one, it won't take 15 years to build it.
If transit money is spent wisely, ridership can be increased much more for less with buses. The cost per added daily round trip on the Northwest busway is about half of that on the train. And that's for a plan that has unneeded stuff, increasing the cost by a large fraction, just to qualify for "free" federal money. Remember that the Met council itself said in 1999 that the number of buses could be doubled for $440 million, where the train is costing more than $715 million.
