Tom Goldstein says that the lrt took 20 years to implement. Wrong. Check on when it was approved. It took 20 years to force it, kind of like the stadium issue. Once (if) a decision is made to build a new one, it won't take 15 years to build it.

If transit money is spent wisely, ridership can be increased much more for less
with buses. The cost per added daily round trip on the Northwest busway is
about half of that on the train. And that's for a plan that has unneeded
stuff, increasing the cost by a large fraction, just to qualify for "free"
federal money. Remember that the Met council itself said in 1999 that the
number of buses could be doubled for $440 million, where the train is costing
more than $715 million.

<snip>

Its been longer than 20 years, I grew up at 4216 33 rd Ave. S., Mpls, MN.

We were forced out of our home in 1972, for the 6 lane light rail, that had grown into an 8 lane light rail solution. But previous to this they removed most of my friends from the niegborhood. Then they decided to expand the project, even though they didn't have the right of way issues at Minnehahah Falls figured out yet. So our Family couldn't move into the same neighborhoods as our friends did. Because they were already full from the exidous 2 years earlier.

So if there was no money approved how did they buy my parents home, my neigbors homes.

The project floundered so many times, the state tried to sell the land once or twice, and people were furious what change your mind now after you disrupted / destroyed multiple neigbborhoods. after the class action suite was going to be filed, they gave up on selling the land. Maybe they wanted to use the money for the new stadium deal back then who knows.
