I'm sure the five finalists will find their way onto the Press and Trib websites shortly after they are announced this afternoon at our news conference. If I get to a computer, I will send an email to this list.
To answer Tim's questions: There was extensive national notification of the job position. However, I think that the reasons there were not, perhpas, as many external candidates are:
1. St. Paul doesn't have an exemption of the salary cap for officials (which is tied to the Governor's salary) like Minneapolis does and St. Paul is not able to offer the large salary that MPLS can
2. There were two community forums that were well covered by the press - and were conducted before the applications were due to HR. The theme that permeated those meetings was that the citizens wanted us to try to hire an internal applicant. Any potential applicant from outside St. Paul would have (should have) been following the press coverage on the chief search and many may have decided it was not worth the effort to apply.
Please be assured that the committee selected the best applicants to interview yesterday and we will select the best of those to be in the final five. We encourage the citizens to come out and meet those five finalists on May 3 and May 4, 2004.

1) Was there a lack of external interest in the St. Paul Chief of Police position?
2) Is there some predisposition in St. Paul towards hiring internally? Did we even conduct a national search?
3) Or, do we have such a highly qualified force, that we were able to field nine candidates better than those available anywhere else in the country?
Again, I'm not criticizing the process at this point - I'm just curious...?
