There have been some questions lately about it, so this is to clarify some matters
regarding the Payne/Phalen District Five Planning Council annual meeting.
The 2004 annual meeting of the Payne/Phalen District Five Planning Council is Tuesday,
April 27 at 6:00 p.m. at 899 Payne Avenue [the former Payne Reliever or New York Bingo
building]. The meeting will contain a report on Council activities of the past year,
election of 10 directors for 2-year terms, and a community issues forum.
The election part seems to be what most are asking about, so I will elaborate on the
rules and procedures.
> Participation is open to all members.
> Members are all residents of the district** aged 16 years or more and
> representatives of business concerns in the district**. [Business reps should have
> a letter on file from the business involved authorizing their participation or
> should bring such letter with them for filing.]
> Any member can seek election, nominate him/herself or any other member, and vote.
> Some people have already submitted their names for nomination, but nominations from
> the floor will be in order.
> After all nominations have been made and each candidate has had a minute to speak,
> the members present will vote by ballot.
> Tellers will collect and tabulate ballots and announce results later in the meeting.
> Those elected will serve a term running from the third Tuesday in May this year
> until the third Tuesday in May 2006.
Non-member visitors are welcome.
Translation services will be available in Spanish and Hmong.
Child care will be available on site.
**The borders of the District are I-35E on the west, the line on which Grove Street is
platted on the south, the Ramsey County Rail Authority right-of-way on the east
[former BN/NP railroad ROW] and the city limits [Larpenteur Avenue] on the north.
I hope this answers most questions and that I will see many of my neighbors Tuesday
