You are thinking about the Island Station EAW:

That proposal for a 49 Megawatt natural gas-fueled generating plant was
withdrawn and they are now going to do housing/retail/entertainment on the
site.  (Hot dog! my bike commute keeps getting better and better; can't wait
to have a beer on a deck over the Ol' Miss)

The area in question is the old Koch Mobile site on top of the bluff.  The
Environmental Quality Board is just now prepping the EAW for posting online
(FYI, we got a fancy new scanner so in the future _ALL_ EAWs will go up; it
used to be that only those for power plants were hosted here).

I thought that was where they wanted to move the new cleaner burning 
Natural Gas power plant, so they could get rid of the Nasty Coal 
burning plant.  Course no one has told us how they plan to get all 
the Natural Gas to the power plant (probably right down W7th St :-) 
).

I am probably confused, but I could have sworn I saw it here on the list.
