Dave if you are really serious about this, and you are doing this for the public good, and not to punish the bars for not giving you the policical out you needed to support the stadium tax.
1) table a change to the city council by-laws or what ever to prevent ambush agenda items, unless there is a natural disater, or other equivalent emergency.
2) make a change to the zoning ordenaces that classifies all future ethanol plants in the same catagory as oil refineries, or large chemical manufatures. Notice I said all future ethanol plants right now there is no way to stop another ethanol plant from happening at St. Pauls other brewery.
3) change your smoking ban to include all enclosed public spaces. and if the city makes any money on cigerette taxes, the money should be used to help people quit. and for that purpose only,
