It'd be Bring Your Own.  And paper plates, ice, glassware (only!), and
corking would be really expensive.  Pay toilets and a juke box, and
coin-operated recliners and lamps.  Rental books, magazine, and chess.
And paid TV ads all night and day, you know, like at the Ice Palace.  Maybe
exclusively political ads, just for you.  No overt urinating, and no phones
($1 pay phone).   I'd get your money somehow.

Selling Boddie's, G&T's, and sausage rolls to non-smokers does seem more
likely to succeed.  Why isn't it happening, I wonder...

I am giving up on this issue, under two conditions.  That:
      - people consider technical solutions to political problems (think
Swiss Rail, e.g.)
and   - people remember that tobacco has a history of being a peaceful
"sacrament" and is not as evil as it's made out to be by many

I would guess that you would be allowed to open a smoking club if you want
to in fact as a smoker, I'll join your club.  Now the only question would
be could you get a license to sell alcohol and prepared food?  Most cities
have turned away from the notion of private/members only clubs because the
operations have tended to be by-in-large frauds.  Membership fees are
extremely low and anyone can sign up at the door, which has in fact made
them public facilities.  So, unless the notion of the club is for you and
me to sit around in our barco lounges and debate the fine points of
political hard ball, smoking our heaters and pouring down tap water, I'd
guess it isn't going to be much of a success.
