When I was in Germany, they had a system to enforce 1-hour zones with only 
one pass by the cops.  There was this little clock that you set to the 
time you arrived, and left on your dashboard.  If one hour had passed, you 
got a ticket.  If you thought you were clever and set a time that hadn't 
happened yet, you got a HUGE ticket, your car towed, and loss of clock 
privileges.  

This would be a very simple thing to have, say $10 like a parking permit 
for residents and more for non residents ($20?).  Places like around 
Irvine Park, where we couldn't have a reasonable 1-hour zone because the 
police just can't enforce it could now be enforcable with a reasonable 
time.  Similarly, there'd be no need for meters.

I think we should try a pilot program and see what people think.  We'd 
need new signs, like "1 Hour / Clock Only" but it's not a big deal.
