What I find amazing about the Mayor's veto message is the comments
about the enclosed space. I thought the exception to a total ban
was negotiated to make it more amenable to the Mayor and his
supporters. So was his original concerns just a, pardon the
expression, smoke screen?

The smoking ban has been officially vetoed.

Apparently, the city council has 30 days in which in can override
the
veto. It would appear, that an override is contingent on Debbie
Montgomery, who did not vote for the ban, but is considering a
possible override.

She is apparently interested in seeing how much progress the Mayor
is
willing to make in looking for a regional solution.

Mayor Kelly acknowledges that some kind of smoking ban is likely in

the future, but would prefer to find a regional approach to the
issue.

"Mayor Randy Kelly on Tuesday vetoed a proposed smoking ban in St.

Paul, as he had been suggesting for weeks."

"I want to stress that this veto is based on the flaws in the ...
council proposal and is not meant to stop debate and action on
smoking restrictions," Kelly said.

The City Council passed an ordinance on June 23 that would ban
tobacco in bars and restaurants except in sealed "smoking rooms."
The
measure passed on a 4-to-3 vote.
