As a smoker, I'm wondering how do I negociate a consent decre with EPA, 
PCA, City. A total ban would be very harsh. If I promis to reduce my 
emissions can I continue providing my second hand smoke to people who 
volentarly occupy the same air space as I do. Unlike other consent 
decrees, where the second hand toxins where not breathed by volonteers, 
this should be a snap.

say that I promiss to reduce my emissions by 10% a year who should I 
start to talk to.

aka Behind the Muffs
the birds have started returning to the GSE side of my house. Now if we 
can quiet the other noisy business that moved in under the protection of 
the GSE thunder dome. The neigborhood will actualy be back to where it 
was before thunder dome.
