This has been billed this way for many, many years.

The main reason it has attracted more attention this year is because it was 
in letter form.

In previous years it was a colored postcard that had a little corner you 
clipped off and sent in with your payment, if you so desired, or paid it later 
with the property taxes.

Also, the "water bill" comes from the Board of Water Commissioners (aka Saint 
Paul Regional Water Services) and is not the same government body that this 
bill comes from. It can't be added to the water bill. The person or company who 
pays the water bill is frequently different from the property owner. I think 
the charge also applies to storm sewer fees and believe it or not there are 
some property owners who don't use city water or get a water bill.

Not sure why they send it separately than the property taxes, however.
