Sorry Tom, I would have posted this additional
information on the Fletcher-Reiter marriage/ real
estate deals yesterday, but I had to double-check my
facts twice, lest Sheriff Fletcher and/or Krissy
Reiter threaten to sue me for writing the truth about
them. 

John Birrenbach raised a very interesting question
about the Reiter-Fletcher real estate transactions and
whether the sale of Kris Reiter's house in Shoreview
to Bob Fletcher was ever recorded. John wrote, "I bet
she bought it back from him after the race was over...
hmm but still there should have been some sort of
paper trail showing changes in ownership....  Probably
a rock best not turned over I guess." 

So out of curiosity, and to answer John's question, I
went by the Clerk of Court's Office and the County
Recorder's Office yesterday to see what the records
showed. 

To refresh everyone's memories, Kris Reiter filed to
run for her late father's St. Paul City Council seat
in October of 2003, even thou every pertinent record;
her driver's license, her real estate license and
County tax records still showed her living at 1164
Ravenswood in Shoreview. When suit was brought to
block her candidacy by 5th Ward voters, Ms. Reiter, in
an affidavit filed in Ramsey County District Court
said that after her father's first heart attack back
in March, she intended to sell her house in Shoreview
and move back to St. Paul. 

She then claims that she sold her Shoreview house at
1164 Ravenswood to Bob Fletcher on July 30th, 2003,
and swears, "Land Title conducted the closing, the
papers were executed and delivered by Land Title to
Ramsey County Recorder for filing." There was a
unstamped warranty deed attached as an exhibit to her
affidavit to support this claim.

Reiter then stated in her affidavit that after her
father's second heart attack she moved back to her
parent's home in St. Paul. "I have resided at 1153
Iowa Avenue West St. Paul physically since September
7, 2003 and have made it my permanent home." 

Similarly, Bob Fletcher, in his affidavit, dated
October 23rd, 2003, in support of Kris Reiter's claim
that she was living in the City of Saint Paul, said
that he purchased "The Shoreview property" on July
30th, 2003. At the start of his affidavit, Fletcher
states he lives at 3653 Oak Creek Drive West, Vadnais
Heights. 

So what do the property and tax records show as of 11
1/2 months later? Tax records show that Bob Fletcher
is listed as the taxpayer for 1164 Ravenswood in
Shoreview, (Kris Reiter's "old" home) and that Kris
Reiter is the taxpayer for 3653 Oak Creek Drive West
in Vadnais Heights, the home Fletcher listed as his
address in his October 23rd affidavit. 

However, the deed attached to Kris Reiter's 
affidavit, evidencing the sale of 1164 Ravenswood from
Kris Reiter to Bob Fletcher, does not yet appear to
have been recorded in the Ramsey County Recorder's
Office. The County Recorder's Office is currently
recording and indexing documents from June of 2004, so
if this warranty deed had been recorded, it should
have appeared long before now.

Secondly, the County Recorder shows that Kris Reiter
closed on 3653 Oak Creek Drive in Vadnais Heights and
took out a $447,000 mortgage on this property on
September 18th, or 11 days after she claimed that she
had moved back to her parent's home at 1153 Iowa
Avenue in St. Paul and 34 days before Reiter and
Fletcher signed their affidavits. 

None of this was disclosed in the court records by
either Fletcher or Reiter, nor has been reported by
the news media.

And I am certain that in the court case around her
residency he didn't comit any acts of perjury either. 
Hmmmm I wonder if Ramsey County Property Tax records
have managed to make the changes of ownership so show
who owns what property in their deal that they made 
so she could claim her residency in Ward 5?  Last time
I checked (earlier this spring as taxes were due),
nothing had changed she still owned the house she said
she sold to the sheriff.  I bet she bought it back
from him after the race was over... hmm but still 
there should have been some sort of paper trail
showing changes in ownership....  Probably a rock best
not turned over I guess.
