Doesn't this negate the argument that 70-80% of the population wants a ban?  If they 
are convinced that ETS is dangerous, why wouldn't they boycott?  This seems to me an 
easy way around the referendum problem - taking a boycott to the news would be easy, 
and then people really could vote with their feet.
