Actually I am not certain where Instant Runoff Voting (IRV) grew out of a discussion of the Mayor and his endorsement of Mr. Bush. But since it did I would like to encourage a discussion of it in context of municipal elections in Saint Paul.
For example - It might be used if we ever get into another multiple person general election as we did in the infamous and almented 5th Ward city council race of last year. It was that race tha encouraged me to look for other electoral methods including IRV. A note: IRV is sponsored buy many groups - not just Greens, including (Gasp !! for emphasis) some Democrats. For example, IRV was used to elect Kucinich national delegates to the national convention in Boston. IRV was debated in Miami at the at the National Democratic platform committee meeting when the final platform was debated. As a member of the platfrom committee I spoke to its adoption - noting at the time that Minnesota House Republicans killed the experimental use in the Roseville City Council elections. After debate it was not included.
