My first thought was in favor, but I think this has the potential to bring
out Anti-Kerry voters on November 3rd who would not otherwise vote.

I think that most clean air advocates in Saint Paul will vote regardless
of whether a Kelly recall is on the ballot Nov 3, so it would be nuetral
for John Kerry.   There will be some smokers who will come out just to
support Kelly, and meanwhile vote for Bush.   I can easily imagine
bar-owners giving free drinks to smokers with "I Voted" stickers.  I think
it is better not to poke at them, and let them sit out the election on the
barstool, sucking away with their buddies.

This could be a good idea for a special election in january, but not if it
happens on Nov 3.  Kelly may very well lose a St Paul vote, but the
smokers who show up at the polls to support Kelly would add to the
statewide support for Bush.  Every vote counts.  Lets not encourage
non-voters to show up and vote for Bush.
