Vote: 
'no'

Explanation:

My vote is a conditional 'no'. I don't support the a Hiawatha style LRT on
or above the surface of University Avenue.  Underground it would be okay
(i.e. a 'yes' vote for underground via tunneling or 'cut and cover').

However, I think that better than a Hiawatha style LRT would be a PRT
system (Personal Rapid Transit such as Taxi2000/Skywebexpress
http://www.skywebexpress.com/ ).  I give a 'yes' to a PRT system like
these.  

The build and operating cost projections for PRT are better than for LRT...
