In the University Avenue corridor you do indeed have to pick. The jobs are north of University, in an area where there is relatively little shopping. Moving between them requires north-south transit, which isn't in the offering ...
... unless you build the fast line on the BN corridor, to serve the jobs (and keep it fast) and a slower line down University, connected north-south to the BN corridor.
But that takes a complete re-think of what we have now, and cries out for multi-modal operations. And, BTW, that's exactly what I want. Build the University Ave trolley much cheaper by keeping it light, and send it north at Snelling, Dale, etc. There it can join the commuter rail.
Can we do this for the same money? I think we might be able to, and more to the point I'll bet we can rent some Budd Cars and try out a demonstration for less than just planning Lite Rail.
But one line, by itself, cannot be all things for all people. You have to choose which it will be for. And that's the whole problem with Lite Rail as we know it, IMHO.
