St. Paul Issues Forum - Extra

The subject of billboards and Scenic Minnesota have been in the forum in recent days. To provide some context and history for this discussion, I've worked with Brian Bates to provide background.

As a special supplement to your daily dose of the St. Paul Issues Forum, today we will provide you with a fairly detailed history of the Billboard issue in St. Paul - as described by one person who was very active in this issue.
