Myron Orfield's book "MetroPolitics" (or something close) shows that once education declines in an area, those who can leave, poverty and joblessness and crime increase, till 40% or more are below the poverty line and crime is rampant and the area is a disaster. His book uses examples and maps from StPaul and Mpls.
