In response to questions regarding the role and budgets of area superintendents at Saint Paul Public Schools, there are three area superintendents that are funded through the general fund, which is the budget under consideration. Each of the three is responsible for one-third of the district's schools. Each has a budget of approximately $230,000, which includes salaries and benefits not just for area superintendents, but also secretarial support, office supplies and equipment, purchased services (such as printing and postage), and small allocations for individual school contingencies.
These three area superintendents work directly with principals on all issues that have an impact on student achievement such as curriculum alignment, testing and assessment, budgeting, staff assignments, student discipline, and such new initiatives as smaller learning communities in all the high schools and the launch of the International Baccalaureate program at Highland Elementary. They work with site councils to select new principals, and then supervise and evaluate them. They also provide assistance to school buildings when unforeseen problems arise, and intervene when principals and parents/guardians disagree. Each area superintendent works with approximately 23 elementary, junior high/middle and senior high schools with approximately 14,000 students.
A fourth area superintendent supervises the Community Education area, which includes adult learning, family education (ECFE, School Readiness, Discovery Clubs and Working Family Resource Center), and community programs (more than l,000 special interest classes for youth and adults). Funding for Community Education is provided by the state in a separate allocation to the district, and cannot be transferred to the district's general fund.
A fifth area superintendent is funded through ALC dollars, which also are provided by the state in a separate allocation and are not part of the general fund budget. This department is responsible for all ALC elementary and secondary programming, supplemental services required by the No Child Left Behind legislation and the district's summer school program. In the superintendent's recommended budget cuts for next school year, this area superintendent position will be eliminated and replaced by an executive director position.
In the next few weeks, the district will post a budget q and a on its web site at www.spps.org to answer the many questions that have been asked through the public forum, the web survey and the e-democracy site. A final budget for the 2004-05 school year will be adopted by the Board of Education in June.
