Actually the State DFL Constitution gives some guidance.
It provides in ARTICLE IX Section 2 for special endorsing commissions in this circumstance, It provides for two possibilities depending on the size of the jurisdiction. "For an electoral jurisdiction equivalent to, or smaller than, a senatorial district in population, the delegates and alternates elected at precinct caucuses within that jurisdiction shall be delegates and alternates to the special endorsing commission. For an electoral jurisdiction larger than a senatorial district in population, ..., the delegates and alternates to the State Convention who reside within the jurisdiction, or the delegates and alternates elected at precinct caucuses within that jurisdiction shall be delegates and alternates to the special endorsing commission."
After the last census, senate districts had a population of 4919479 / 67 or 73425 and Ramsey County commissioner districts had a population of 511035 / 7 or 73005. So by a factor of 0.57%. the members of the special endorsing commision must be the delegates and alternates elected earlier this year by the caucuses of the 28 precincts that make up the district, They are St Paul precincts 1-1, 1-2, 1-5, 1-6, 1-7, 1-8, 1-11, 1-12, 1-13, 2-1, 2-2, 2-4, 3-1, 3-2, 3-7, 3-13, 3-14, 4-1, 4-2, 4-3, 4-4, 4-5, 4-6, 4-7, 4-8, 4-9, 4-10 & 4-15.
This will theorretically short change my own precinct since many of our elected delegates and alternates were Macalester seniors who have since graduated. So be it.

As for the timing of the election, I understand that the following timeframe is being discussed:
Jan 23 -- DFL Endorsing Convention, with two possible scenarios for who would be eligible to vote -- either just CD directors in District 4, or CD directors & SD directors (including Precinct Chairs)
Feb 15 -- Primary
Mar 15 -- Election
Given this scenario, or something similar, the Endorsing Convention is really the most important event. I've talked to the two candidates who have announced, and both stated they would honor the decision of the convention and drop out of the race if they did not win the endorsement. I would hope that any other candidates would do the same.
The decision on dates and who will be included in the Endorsement Convention will be made next Wednesday evening, Dec 29th. Rod Halvorson, the Ramsey County DFL Chair, will be running the meeting.
Given the importance of the Endorsing Convention, I feel it's important to have the widest possible representation to make this decision. I have urged Rod Halvorson to include both CD & SD directors, and he agrees that this would be best. If others on this list feel strongly about who should be included in the Endorsing Convention, I urge you to contact people on the committee. I've e-mailed Rod, to ask who else is on the committee, but have not yet heard back from him. Or perhaps someone else on this list knows who's on the committee?

PS: Just realized I should introduce myself, since this is my first post on this list. I've been reading the posts for almost a month now. I moved to St Paul from California a little more than a year ago. I'm a DFL Precinct Chair, SD64 Director & CD4 Director.
