Whilst I would never debate the DFL constitution with Jules. I will point out that the last special endorsing convention for county board, the convention that endorsed Pat Lindgren for the seat currently held by Comm. Janice Rettman used the senate district delegates and alternates elected from precincts within the commissioner district to provide the endorsement.
The tradition and usual practice is to do the endorsement with the largest body within the party if practicable. A 'recalled convention' or special endorsing convention would surely be practicable. I believe, if I am not mistaken, that the authority to call the convention resides with the chair of the 4th Congressional District, DFL and or the 4th DFL central committee. The chair is currently J. P Barone. The reason that I have some familiarity with thh the history and procedure is that I was a losing candidate at the endorsing convention mentioned and I served for a period of penance as the chair of the 4th District DFL.
