Is this expanding drinking or just giving more options?  What would the
difference be if a beer tent was converted to a kaluha mudslide and margarita
tent?  I don't know how these things work but i suspect that the number of
serving out lets will not increase.  I could be wrong.

What should a reasonable person do then?  Push for a ban on all alcoholic
beverage sales on public property?  that seems to be where this is going, which
is fine.
