Leslie Davis Water and Energy Plan âDavis Water Planâ The Minnesota Department of Natural Resources (DNR) manages two categories of public water; (1) under-ground (wells) and (2) surface (rivers, lakes and streams). Each year, the DNR allows more than 100 billion gallons of publicly owned under-ground water to be taken by private companies, for practically nothing. The companies use the under-ground water to produce chemicals, gasoline, water golf courses, and more. The âDavis Water Planâ would require companies who take publicly owned water to pay two pennies per gallon for the 100 billion gallons they take. This would bring the public $2 billion, each year, to help balance the state budget, restore certain budget cuts, and implement the âDavis Energy Conservation Programâ (see below). Examples of a few companies who take public water for practically nothing: Company Gallons used in 2000 3M 3,425,512,000 Koch Refining 2,607,300,000 Camas 1,689,100,000 Cenex 1,404,700,000 Hormel Foods 1,117,000,000 Rahr Malting 804,903,000 Coca Cola 235,000,000 âDavis Energy Conservation Programâ By installing presently available conservation and efficiency technologies in industrial, commercial and residential facilities (lights, motors, insulation, appliances), we could reduce our electricity needs by 30%, thus reducing annual imports of coal, oil, gas and uranium from $7 billion to $4.9 billion. The $2.1 billion savings. each year. could be used to convert our energy sector to producing and using hydrogen. Pollution generated by cars, buses, and trucks, is largely responsible for the air pollution that harms us all. Whether childrenâs health, national security, or climate change, a key culprit is the contaminants from vehicle tailpipes; the solution lies in cleaner fuels such as hydrogen.
