There's a Japanese two-man sub of the exact class that you describe on display outside of an admin building at the submarine base in Groton, CT. It's about the length of an extended cab pickup truck and has a circumference of about twice that of a torpedo. One side is cut away so that you can see its interior, but everything has been painted black.

It gets about as much attention as the torpedo from the USS Swordfish gets in Como park. It's not much of an attraction when people walk or drive by without a second glance. The gun from the USS Ward that fired on the Japanese sub is on display on the capital grounds. The fact that most people probably don't even know that it exists speaks to its attraction value.

To me, an attraction of this nature would have to be one where people could go aboard and maybe even get underway (wouldn't THAT be cool). But now we're talking about an investment of millions.
