What was the process that led to the city's arrangement with Sherman/Kraus? Were other developers invited to submit proposals and did some sort of evaluation of various ideas take place? Or, did Sherman show up with its proposal and that was it? I have the same question as Michelle. Was there a formal Request for Proposals (RFP) that preceded this arrangement or was it entirely some sort of deal worked out privately between Sherman and the city/HRA?
Again, I'm not saying there was anything improper but the newspaper article left these kinds of questions unanswered. I'd like to know how this came about.
