Great question!  So, you are King (the City) for a day, and you want to make 
sure that something good happens at the Schmidt Brewery.  Do you send out an 
RFP (Request For Proposals) or do you directly negotiate with a know entity?  

First off, do you own the Schmidt Brewery (so, that you control the time line 
for an RFP)?   NO

So, how could we make an RFP work?  

Do we know how much the brewery costs, so that we can tell potential bidders 
how much we will put in?  NO

Do we know what would even be the scope of the proposal since we don't own the 
land? NO

So, what can we do to get a handle on the Schmidt Brewery?  

We can go to the auction and out bid any private developer so that we can RFP 
the land to all comers at a later date or we can try to form a partnership with 
a private developer in advance.  

So, do we have 5-6 million dollars handy to bid for the land?  NO 

So, do we have a developer who will negotiate with us?  Yes!  And, were we able 
to successfully negotiate a partnership?  YES!  And, is that developer have a 
proven track record so that we know that they can deliver?  YES And, is that a 
good thing or a bad thing that they have done projects in Saint Paul before?  
(I don't know, what do you think?) 

So, should we do the deal with the developer who we are able to negotiate a 
partnership with or after all of that negotiations should we RFP what has been 
negotiated between us to everyone else who might want a shot?  

(I don't know, but do you think anyone would ever negotiate in good faith again 
with the City if you did that to them? - NO)

So, bottom line is the City RFP's things they have control over and the City 
forms private/public partnerships with people who approach them with project 
where either they control the land or at least the City has no control of the 
land.
