Chuck Repke is right to point out that owning the property gives the City
the most control over future development.  I think he also pointed out the
City has no money to buy the property.  That is one big reason the City made
some big mistakes by giving away a couple hundred million dollars  with not
really a whole lot to show for it.  The City could and should own this
property.  That also goes for the Hamm Brewery, Union Depot and many other
sites.  Not only does it give the public control, but would also expedite
development.

As far as assuring that developments happen with the long term interests in
mind...get the specific commitments from the developers before they control
begin and before any commitments from the City.  After that will be too
late.
