I'd like to add two more questions:
How much of the budget is really "discretionary" - areas the school
board/administration can actually control v. legal mandates?
Of the legal mandates, are there more cost-effective ways to accomplish them?
By the way, has anyone noticed the conversation in the House to transfer
sports and arts from school districts to local government? I haven't looked
into this but wonder about the impacts, especially when LGA's strapped as well.
