I need to turn off my email because I was not clear with John just now so I'm breaking a cardinal rule and will suffer for it I know....and thought I'd clue in everyone else as well...
Physical separation of my part of West Side from the rest of St. Paul was the "paper's" conclusion as to why city services were lagging. I'm sure they are better now. But this physical separation is great for the criminal activity and is a major reason for it as well.
