One officer gets an apartment to use at PERSONAL discretion. All they have to do is patrol (drive thru) the parking lot. The benefits of being a cop in this city are astounding. I do believe that could be paid for by the Fed. All the cities high rises are, at least partially, funded by the Federal Housing Authority. I'm not sure what the cities portion, if any, is.
