I will speak to this as a volunteer for Missing Children Minnesota.

Thank you Aaron for posting a link to information about the missing
child instead of sending that through email.

Too often, a panicked parent sends out an email to everyone they know
telling them about the missing child. They in turn send the email to
many of their contacts. When the child is found there is no way for
that alert to be retracted and the email lives on for eternity.

The AMBER alert has very specific criteria that must be met in order to
be activated. Parental abductions and runaways are not included in the
AMBER alert. If you would like more information you can read about it
here:
http://www.ncmec.org/missingkids/servlet/PageServlet?LanguageCountry=en_US&PageId=1176

Missing Children Minnesota (MCM) has developed CODE BLUE: an alert
system for missing children and vulnerable adults that do not qualify
for the AMBER alert. http://missingchildrenmn.org/cbalert.cfm

MCM also has information on how to educate your children to keep them
safe (including debunking "don't talk to strangers" as a good way to
protect your children) and instructions on what do to if your child is
abducted on their website at http://missingchildrenmn.org/index.cfm .
The Director of MCM, Carol Olson, has developed an amazing curriculum
for all ages including group presentations, training for police and
teachers, and activity books for children.
