I just got my fingers slapped with a long ruler. Below is PERFECTLY
CLEAR information about how to comply with the Ramsey County smoking
ordinance. Please obey this. It is correct. I was not. But the
regulations still go into effect on March 31, not April 1. If you
happen to not understand this, obviously do not ask me!
"Jeanne, Your information about the Ramsey County Smoke-Free
Restaurant Ordinance is not correct. The floor-to-ceiling wall and
ventilation requirements apply ONLY to establishments with a bar where
the food sales currently exceed the alcohol sales. For example,
Mancini's on 7th Avenue sells more food than alcohol, but the bar area
is completely separate from the dining areas, so smoking would be
allowed (with an exemption) in the bar.
An establishment that currently sells more alcohol than food (such as a
good-old-fashioned corner bar) can apply for an exemption to be
smoking-permitted in its entirety.
Regarding minors in an exempt bar, the ordinance references Minn. Stat.
340A.503. This statute permits minors to enter a bar as long as they do
not attempt to purchase or consume alcohol. For example, a parent may
take their minor child into a bar as long as the minor does not consume
any alcohol. In fact, the statute even allows 18-20 year olds to serve
alcohol."
