FYI, back in the late 1980's the

DNR proposed restoring or rebuilding lost island area in Lower Pool 2 as part of the EMP habitat progran, we were told then that there was no remaining flood storage room for anything upstream of Hastings MN and

that we could not legally build islands there because they would increase the

100-year flood stage by more than the allowable 0.01 feet. Sounds


absurd,

but a HEC II model run indicated that we would have an effect greater


than

that allowed.  I can't imagine how the Holmen field dikes would not have

at

least that great an effect on flood levels, someone bought a slick consultant and cooked up the "no impact" conclusion somehow. I think


the

folks fighting the dike might make some use of this info. Does anyone


know

how to get this into their hands?
