FYI, back in the late 1980's the
that we could not legally build islands there because they would increase theDNR proposed restoring or rebuilding lost island area in Lower Pool 2 as part of the EMP habitat progran, we were told then that there was no remaining flood storage room for anything upstream of Hastings MN and
100-year flood stage by more than the allowable 0.01 feet. Soundsabsurd,
but a HEC II model run indicated that we would have an effect greater
than
that allowed. I can't imagine how the Holmen field dikes would not have
at
theleast that great an effect on flood levels, someone bought a slick consultant and cooked up the "no impact" conclusion somehow. I think
knowfolks fighting the dike might make some use of this info. Does anyone
how to get this into their hands?
