For all the citizens who are drooling for a Downtown Target, please consider 
whether it is good public policy to pay a retailer to locate in St. Paul when 
other city services are lacking.  What ever happened to the free market and a 
subsidy free environment?  Target, Wal Mart, and other retailers are guilty of 
wage suppression and for crushing workers who want to organize.  They can do it 
with out the tax payer financing their operations.
