the only way is to monitor the noise yourself, and file a civil lawsuit. Might as well name LIEP as a codefendant. Make sure you know the answer to the critical question 'what is chronic noise violation'. Our great city attorney certianly didn't show us the way, and the city coucil certianly isn't try to clarify it for us. Once you can prove that it might be better to let the nieghbors involved go for small claims court, one at a time vs all togehter in a class action suit. Death of a thousand cuts vs big bang.

Cheap sound measuring equipment that meets legal specifications can be purchased for about 200 - 300 dollars a piece, I can provide data collection software that will run on an old PC running Linux and an SQL (std query lang) data base. The more base line data we have the better. The more time we have to pick good monitoring locations that don't offer the oposision to make great comments like the noise must be blowing over from 35E, Mars, solar winds etc.

I haven't stopped my noise monitoring, I measure DBa, DBc (decibels weighted to the A scale, and the C scale) the data I have goes all the way back to Nov 2000 gee thats just one month after I noticed my permanent hearing damage, wonder where I got the motivation from, My total out lay in cost for the long term project less than I've paid in stupid fines, and excessive use fines, and processing fees for excessive use fees thats right (Processing fees on excessive use taxes) talk about over the top, or below the belt.
