This is utter bullshit. And by the use of the word "Bullshit", I mean it in the clinical sense -- you don't appear to care what the actual truth is.
Your timeline makes zero sense. School choice came about because people just like didn't want to feed their children into a "factory" that created a "product". We demanded a system that let us choose based on what we knew was best for the child.
We have an open system because all children are different, and for years and years people fought long and hard to convince the Educational Industrial Complex of this simple and obvious fact. Saint Paul happens to be far more enlightened than most.
Get a grip on reality.
