And it was defeated 0-97 in the Senate:

The Democrats didn't pass a 2011 budget when they had complete control of the 
WH and both houses of Congress. 

That aren't serious about a 2012 budget either. I believe the editor of the 
Washington Times article is correct -- they don't want to propose a budget and 
will instead continue pushing to raise the debt ceiling so their boy in the WH 
doesn't need a budget.
