I know it's a part of the constitution you conservatives deeply dislike but: Article 1, Section 8: "The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;" That phrase "and general Welfare of the United States; " is the Constitutional authority that Congress derives it's power to do things like WIC; it is long-settled law Congress can do this. -- Bruce Johnson "Wherever you go, there you are" B.
