Also this was Tucson's first all vote-by-mail municipal elections and it 
increased turnout to a staggering 28%...while not seeming all that big, this is 
about 40% over the usual turnout in off-year elections, so it's a good turnout, 
almost entirely due, I believe, to the vote-by-mail aspect these weren't 
particularly hard fought or controversial races and there were no other issues 
on the ballot to push turnout up.

Vote-by-mail works...
