Yes, the System folder is usually off limits.

the group  'wheel' is an old old thing from Unix. Members of the 'wheel' group 
are the users allowed to use 'su' (or sudo in OS X). In OS X those are all 
users with the administrator privilege. Back in the 10.1 days, iirc admin 
users' primary group actually was wheel, later in 10.2 it was changed to 
'staff' nd qwith the advent of 10.4, users were given their own primary group 
the same name as their user; this has been done to better protect user 
directories and files from unauthorized access.
