He couldn't get a government subsidy so he gave up? Why didn't he pursue
private capital to build a company and grow a market for his ideas? He wouldn't
need any legislature to do that.
In fact, if his idea was so good there's no reason you can't pursue it yourself
without any government subsidies. Just do it.
