Is not 'admonishing women to be vigilant in bars', it's telling the victim that 
she's responsible for the crime that was committed on her,just because she was 
female, in the bar, and happened to be an acquaintance of the man who 
criminally assaulted her. 

It's perpetuating a male-centered culture of rape, part and parcel of letting 
the fucking cop off like that, and barely one step above making women wear 
burkas because the men go wild at the sight of a female form.
