I would say the exact opposite.
Since the guy was an acquaintance he could have perpetrated the same act
at a barbecue or church picnic.
The judge was being an ass.

Wonder if this judge would let a bank robber off as easy, then scold the bank
manager for keeping money there.

On a serious note, letting the cop off easy was wrong. Admonishing women in
bars to be vigilant against becoming a victim makes sense.
