What I used to do is load all the scans at once then manually crop the image 
area and rotate it.  Then you have two ACTION macros.  The first closes each of 
these files with SAVE AS file pointing to a new folder.  So now the photos are 
the wrong size but the right orientation and they are in a new folder with the 
ORIGINALS untouched and safely stashed away in their separate folder.  Then, 
open all the SAVED AS files and create an ACTION macro that sets the cropping 
tool to make each file your exact width.  Go to the FILE menu and select 
AUTOMATE and drop down to BATCH.  Select the macro to work on the OPEN FILES.  
Select the macro to SAVE and CLOSE in the same folder.  Reopen the files thus 
saved and set your cropping tool to desired measurements for both height and 
width.  Now, with each file you drag the crop tool from one side to the other 
and it automatically gives you the right height measurement.  Now manually 
shift the head up or down with the arrow keys or the SHIFT + ARROW keys.  Now 
push the go button followed by CONTROL W to close the file in its folder and 
RETURN to actually close the file.  
I know that's not as automated as you'd like.
My experience with such things is you'll have photos that come in a ginormous 
file but the image is cropped close to the ears.  Then you'll have some photos 
come with a full person standing in the middle of the page in a small file and 
the image is sideways.  So it's inevitable that there will be some hand work 
and selection.
