use of eugenics is a pretty good indicator of a colonial and/or 20th century totalitarian state .... its about preventing 'undesirables' from breeding .... mostly those perceived to be weak or immoral .. the idea being it is possible to breed the people to perfection .... it was very popular as a concept in the early 20th century ... at its most extreme it leads to genocide
