Thought of that, but because of how we depoy to customers we want to be able
to keep as many files as we can the same between deployments. In otherwords
I want to know that Fieldlabels.properties at customer A is the same as
FieldLabel.properties at customer B. Now obviously there are exceptions to
this, but we try to make as few as those as possible.
That, and this is slightly different because we are really 'overridding'
values from the customer property file, not just merging them. While still
possible it would take a bit more work to get the files to merge correctly.
