The Netbeans Stripes plugin is last updated "May 09, 2009" and of you 
ask me and abandoned project. Thus I assume it does not include an 
recent version of Stripes...

But you don't need a Netbeans plugin for using Stripes in you're 
Netbeans projects. Just create a Netbeans project: "Java Web" -> "Web 
Application" and install the two Stripes libraries (cos.jar, 
stripes.jar) via "project properties" -> "Libraries" -> "Add Jar/Folder" 
and you're done.
